Mosier Community School Budget/Finance Director Job Description
General Purpose Budget/Finance Director to perform a variety of financial and bookkeeping tasks for the Mosier Community School (MCS). Supervision Works under the general supervision of the MCS Executive Director. This position requires a high degree of self-direction as 90% of the work will be done independently. Work Status/Schedule Part-time (20-25 hrs/week), working hours are to be determined according to applicant and school's needs. Wage: Depends on Experience Essential Duties Finance (65%): Prepare an accurate recording of the finances of the Mosier Community School. Maintain MCS's checking and savings accounts; transfer funds between these accounts, reconcile bank statements, prepare deposits and take to Hood River bank; pay monthly bills, track vendor statements and invoices. Correspond and coordinate with Executive Director and Board members for signatures on documents and checks. Track Accounts Payable and Accounts Receivable. Record and maintain files for staff PERS participation. Track insurance, grants and loans. Conduct financial correspondence. Prepare multiple financial reports for MCS board of directors, and attend monthly board meetings to ensure payables are approved and financial questions are fielded. Payroll/Employment (15%): Process monthly payroll for multiple full time and part-time staff, exempt and non-exempt staff. File Oregon and Federal monthly payroll tax deposits, file quarterly state and federal tax returns and reports; prepare annual W-2's, W-3, Oregon IWIRE reporting, Form WR, 1099's and 1096. Maintain employment records as required by Federal, State, and City law. Track vacation and sick leave accruals, update QuickBooks with staff pay increases, and benefits, ensure review and approval for reimbursements for staff, board, vendors and volunteers. .. Budget Officer (10%): Develop the annual Budget with the Budget Committee. Assist in preparation of required notices, create financial statements and governmental budget forms for Budget Committee and Board of Directors. Attend budget meetings and other official meetings as directed. Prepare budget calendar, make adjustments to budget documents as directed by Budget Committee and MCS Board; submit documents to Wasco County Education District as needed. Annual Audit (5%): Prepare documents and coordinate information for and with auditor. Administration (5%): Serve as custodian of all financial documents, maintain files for vendors, cash receipts, banking and personnel payroll files, Establish the fiscal procedures and maintain an internal control system for handling revenues and expenditures, safeguarding MCS assets. Other Duties: Remain current in financial best practices. Attend professional development classes, conferences, and related subject seminars. Minimum Qualifications Education and Experience: . (A) Minimum Associate degree in Accounting or a closely related field, and (B) Five (5) years of related experience, or Any equivalent combination of education and progressively responsible experience, with additional work experience substituting for the desired education. (D) Accounting for a school setting is a plus. Knowledge, Skills and Abilities: (A) Working knowledge of the principles and practices of modern public finance; knowledge of office practices and procedures; knowledge of modern records management, knowledge of Funds Accounting (B) Fluency in QuickBooks and Excel
- Knowledge of Budgeting and Accounting principles using Fund Balance techniques and record keeping, including cash receipts and cash disbursements ) Familiarity with time keeping and Payroll requirements. Prepare monthly financial reports for the MCS Board Ability to maintain effective working relationships with other MCS staff, teachers, parents, school board and the Executive Director (G) Be familiar with MCS Personnel Policies as it relates to payroll, el Policies as it relates to payroll, paid leave, draws, employee benefits. Special Requirements: (A) Valid State Driver's license or ability to obtain one (B) Ability to use email software, provide scanned documents and attachments Ability to obtain notary public certification within six months (D) Must be able to be bonded Physical Demands: The position occasionally is required to move or lift up to 25 pounds. The position regularly requires sitting for long periods of time and walking up to 100 yards on a daily basis.
Work Environment: The Mosier Community School Accounting office shares a space with the school's Computer Room. While kids are encouraged to do their work silently, the person filling this position will need to remind children to use quiet voices while working in this space. Position requires travel to school and to make weekly deposits in Hood River.
